Copy for any app puts both formatted text and a plain text fallback on your clipboard. Apps that accept formatting take the formatted version, and plain text fields such as a terminal or a search box get clean text with no markdown symbols.
Copy HTML gives you the source. Every element carries inline styles rather than CSS classes, so it renders the same in a CMS, an email builder, or a static page without extra stylesheets.

What is rich text?
Rich text is text that carries its formatting with it: bold, italics, headings, links, lists, and tables. When you copy from a web page, the clipboard holds rich text as HTML.
